In December 1966, the International Covenant on Civil and Political Rights (ICCPR) was opened for signature; 151 countries are now parties to this treaty, the most comprehensive international expression of civil rights ever articulated. Although the ideals embodied in the ICCPR are derived from U.S. roots, it took twenty-six years for the United States to sign and ratify the treaty-and ratification was not unconditional.
